In recent years, governments in several countries have enacted laws and regulations to ensure food safety for people with celiac disease and non-celiac gluten sensitivity.

CODEX alimentarius is the internationally adopted set of food standards. These standards are to protect consumer health and facilitate international food trade. It establishes 20 ppm to be declared gluten free and from 20ppm to 100 ppm for low gluten.

It is not mandatory to label gluten-free products, either because they do not contain gluten as an ingredient or because they have been processed to eliminate gluten. But if a manufacturer or producer declares that their product is: Gluten Free or Gluten Free, they have to comply with the strictly established requirements, and perform controls and analysis continuously so as not to exceed the stipulated amount, at the risk of penalty.
