Care Flowcharts and Activation of Institutional Protocols

Strengthen institutional responses by learning flowchart design and legal steps through our in-depth course on detecting child abuse and creating care flowcharts so you can protect children without delay.

General structure of care flowcharts

Care flowcharts are visual and regulatory diagrams that guide the institutional response to suspected or reported cases of child sexual abuse.

Their primary objective is to ensure a systematic, prom pt, and coordinated response that prevents revictimization and safeguards the best interests of the child.

Every protocol must be structured into clear phases: initial detection, emotional support, internal reporting, external referral, and case follow-up.

Detection involves objectively documenting physical or behavioral signs without conducting interrogations or parallel investigations.

Internal reporting requires immediately informing the administrative or school community team, who assume legal responsibility for coordinating protective measures.

The flowchart establishes which authority must act, within what timeframes, and through which formal channels, thereby avoiding procedural gaps or improvised decisions that could compromise the victim’s safety and personal integrity within the facilities of the school environment or active residential shelter.

Differentiation of the Intervention Process Based on the Perpetrator’s Status

The activation procedure varies significantly depending on the setting where the incident occurred and the perpetrator’s relationship to the institution.

If the alleged perpetrator is a member of the teaching, administrative, or residential staff, the protocol mandates their immediate and preventive removal from direct contact with minors.

Simultaneously, the administration must file a criminal complaint with law enforcement or the district attorney’s office within twenty-four hours.

If the abuse originates from the family or the external community, the institution’s authorities contact the non-involved parent to guide them through the reporting process and refer them to specialized services.

If the family refuses to file the complaint or is involved in the incident, the institution’s highest authority will file the police report ex officio.

Furthermore, the incident is reported to the official state registration platforms, and intermediate oversight agencies are notified to immediately activate comprehensive protection measures.

Protection Measures, Referral, and Case Closure

Once the procedure is activated, the institution must implement precautionary protective measures to ensure the victim’s well-being.

These actions include adapting the physical space to eliminate blind spots, reconfiguring supervision schedules, ensuring educational continuity or safe custody, and prohibiting interaction with the person under investigation.

Referral to the healthcare system or emergency centers is a priority to assess physical injuries and provide emergency psychological support.

In the legal sphere, legal assistance is provided through public defenders or specialized government agencies.

The final phase of follow-up requires monitoring to ensure that protective measures remain in place, verifying the victim’s ongoing medical care
